Abstract Water is the most active and crucial factor in nature, and it is the main bridge and link among each of the Earth’s circles and natural elements. Besides, water is also the bridge and link connecting various resources in the resource system. The author in this paper has proposed to enhance the observational study of water effect in the natural resource elements observational study, from the perspective of the development of ecological hydrology. The essence of ecological, resources and environmental observation and monitoring research has also been pointed out, from the scientific connotations of three terms, namely ecological balance, ecological environment and resource environment.
